Article 1. Purpose and definitions
1. This Act ensures that the processing of personal data will abide by the rights, freedoms and dignity of individuals, with particular reference to privacy and personal identity; it also guarantees the rights of legal persons and other corporation or association.
2. For the purpose of this Act the following :
a) “data bank” means any set of personal data, divided into one or more units located in one or more sites, arranged in a plurality of principles that are easy to follow;
b) “Processing” means any operation or set of operations carried out with or without the aid of electronic or automated means, concerning the collection, recording, organization, storage, processing, modification, selection, extraction, comparison, use, interconnection, blocking, communication, dissemination, erasure and destruction of data;
c) “personal data”, any information concerning a natural person, legal person, corporation or association, identified or identifiable, even indirectly, by reference to any other information, including a personal identification number;
d) “owner” means a natural person, legal person, public administration or any other organization, association or organization responsible for decisions regarding the purposes and methods of processing of personal data, including aspects of security;
e) “controller” means a natural person, legal person, public administration or any other organization, association or organization designated by the owner to process personal data;
f) “relevant” means a natural person, legal person, entity or association to whom the personal data refers;
g) “communication”, means to give away personal data to one or more subjects including making that data available for consultation;
h) “publication” to give away personal data to unidentified entities, in any form, including by making it available for consultation;
i) “anonymous data”, the data that originally, or following treatment, may be associated with any identified or identifiable individual;
l) “block”, the storage of personal data by temporarily suspending any other processing operation;
m) for “guarantor”, the authorities established under Article 30.
